			<content:encoded><![CDATA[<p>The budget impasse is clearly impacting the Governor&#8217;s approval rates: A Quinnipiac Poll released yesterday shows that a record 53% of voters in Pennsylvania <a href="http://www.philly.com/dailynews/local/20090722_John_Baer__Poll_sees_Pa__as_2_camps__divided_by_the_governor.html">disapprove with the job he&#8217;s doing as governor</a>. All over the state, except for Philadelphia, writes John Baer of the <em>Philadelphia Daily News</em>, his approval ratings are lower than ever. Of course, this isn&#8217;t surprising; to Philadelphians, he&#8217;s one of their own &#8211; he&#8217;s got their back &#8211; but to the rest of the state, Philly seems to be all that he cares about.</p>
<p>Take a look:</p>
<blockquote><p>His statewide job approval is 39 percent. In Philly it&#8217;s 62 percent.</p>
<p>Statewide, only 33 percent of voters say he&#8217;s handling the economy well. In Philly the number is 65 percent.</p>
<p>Statewide, just 28 percent like his state budget efforts. In Philly, 59 percent side with His Edness.</p>
<p>A slim majority of city voters (51 percent) &#8211; while living in the highest-taxed city in America and facing the prospect of an increased sales tax &#8211; support Ed&#8217;s proposed 16 percent increase in the state personal-income tax.</p>
<p>Statewide, only one-third of folks support the hike, according to a poll of 1,173 Pennsylvania voters released yesterday.</p></blockquote>

<p>&#8220;This is a national recession, and the bottom dropped out,&#8221; said Evans, perhaps the most influential member of the House. &#8220;Now we are in an economic straitjacket.&#8221;</p>
<p>But, said House Minority Whip Mike Turzai, a McCandless Republican: &#8220;In a recession, the last thing you want to do is raise taxes, and that&#8217;s any tax. We have overspent ourselves into a problem. If Dwight Evans thinks he has the votes for a broad-based tax increase, he is the majority, and he should call up the bill. I don&#8217;t believe the votes are there.&#8221;</p>

<p>Saying Pennsylvania government is at a crossroads and suggesting Harrisburg should change direction in how government operates, House Republican Leader Sam Smith (R-Jefferson County) today unveiled the House Republican plan to help put state government on the right path: Pennsylvania’s Agenda for Trust in Harrisburg, or PATH.</p>
<p>&#8230;</p>
<div style="margin: 0in 0in 0pt;">Through headlines, news stories, TV’s “investigative reports,” and the actions of several elected individuals and groups, Pennsylvanians have lost trust in much of government according to Smith. Smith acknowledged much of the public’s cynicism began with the “Pay Raise,” but he also cited recent convictions, guilty pleas and criminal charges of corruption, pay-to-play, giving cronies good-paying government jobs, and awarding political contributors with lucrative contracts as the main reason for the continuing level of distrust.</div>
<div style="margin: 0in 0in 0pt;">The specific proposals included in Pennsylvania’s Agenda for Trust in Harrisburg are:</div>
<div style="margin: 0in 0in 0pt;"> </div>
<div style="margin: 0in 0in 0pt;">
<ol style="margin-top: 0in;" type="1">
<li style="margin: 0in 0in 0pt;"><strong>No staff allowed.</strong> Staff cannot campaign for the organization for which they work during scheduled work-day hours. Using government-owned equipment would remain illegal, day or night. </li>
</ol>
</div>
<ol style="margin-top: 0in;" type="1">
<li style="margin: 0in 0in 0pt;"><strong>No Start-ups.</strong> Public officials cannot start nonprofit organizations while in office. </li>
</ol>
<ol style="margin-top: 0in;" type="1">
<li style="margin: 0in 0in 0pt;"><strong>Dollar 1 Reporting</strong> of campaign contributions, lobby disclosure and ethics statements; no limits or bans, just reporting each and every dollar within two weeks. The Department of State would create and maintain the cross-relational database making the information easily accessible and understandable to Pennsylvania residents. </li>
</ol>
<ol style="margin-top: 0in;" type="1">
<li style="margin: 0in 0in 0pt;"><strong>State Grant Accountability.</strong> Fully enforce strict procedures for pre- and post-grant audits and strengthen parameters for public dollar usage. The state will create, maintain and update a database of grants – including recipients, purpose and status reports. </li>
</ol>
<ol style="margin-top: 0in;" type="1">
<li style="margin: 0in 0in 0pt;"><strong>Increase Public Accessibility.</strong> The state would create a searchable database for all state spending. </li>
</ol>
<ol style="margin-top: 0in;" type="1">
<li style="margin: 0in 0in 0pt;"><strong>General Assembly audits</strong> by independent auditors chosen through an RFP with the lowest responsible bidder getting the work. The audits would be available for public review. </li>
</ol>
<ol style="margin-top: 0in;" type="1">
<li style="margin: 0in 0in 0pt;"><strong>Strengthening whistleblower protections</strong> for all state employees in all three branches of government. A fully independent Office of Inspector General (taking the place of the current Inspector General’s office) will be available to the public and employees of all branches and levels of government. </li>
</ol>
<ol style="margin-top: 0in;" type="1">
<li style="margin: 0in 0in 0pt;"><strong>End Pay-to-Play</strong> mentality in Pennsylvania by enacting state contracting reform: </li>
</ol>
<div style="margin: 0in 0in 0pt 0.75in; text-indent: -0.25in;"><span>a)<span style="font: 7pt 'Times New Roman';">      </span></span><strong>Emergency Contract Review</strong> – A newly created <strong>Board of Emergency Review</strong> (consisting of the Governor, Treasurer and Attorney General) must unanimously concur an emergency exists for the contract (a phone call can be utilized in case of an Emergency Declaration). Prior to entering into an emergency contract, the agency must provide a written explanation of reasons warranting an emergency contract and the specific services to be contracted for and the anticipated cost of the contract; the statement shall be delivered to the four caucuses, the treasurer, auditor general, attorney general and governor. </div>
<div style="margin: 0in 0in 0pt 0.75in; text-indent: -0.25in;"><span>b)<span style="font: 7pt 'Times New Roman';">      </span></span><strong>Public review of contracts.</strong> Proposed contracts must be available for public inspection for at least 10 days prior to agreement being executed (except for Board of Emergency Review contracts).</div>
<div style="margin: 0in 0in 0pt 0.75in; text-indent: -0.25in;"><span>c)<span style="font: 7pt 'Times New Roman';">      </span></span><strong>All Commonwealth agencies shall adhere to the state Procurement Code.</strong></div>
<div style="margin: 0in 0in 0pt 0.75in; text-indent: -0.25in;"><span>d)<span style="font: 7pt 'Times New Roman';">     </span></span><strong>Ban government contracts from campaign contributors.</strong> No government contract can be awarded to a person, partnership or corporation that donated to the campaign of the state official responsible for awarding the contract within one year of the date a contract is posted for public bidding.</div>
<div style="margin: 0in 0in 0pt 0.75in; text-indent: -0.25in;"><span>e)<span style="font: 7pt 'Times New Roman';">      </span></span><strong>No lobby firms allowed.</strong> Firms registered as “lobbying firms” are disqualified from receiving General Assembly or governor’s office consulting contracts (does not include legal services contracts).</div>

			<content:encoded><![CDATA[<p>The <a target="_blank" href="http://www.pennlive.com/editorials/patriotnews/index.ssf?/base/opinion/1216596320319060.xml&amp;coll=1">Patriot-News reported yesterday</a> that although Gov. Rendell correctly reauthorized the Pennsylvania Health Care Cost Containment Council (PHC4) until November, the council should never have been in this precarious position in the first place.</p>
<p>The Healthcare Council, which studies and evaluates the status of healthcare facilities across the state, should have been reauthorized the moment it&#8217;s current authorization expired on July 1st.  Instead the council was temporarily shut down due to political gamemanship on both sides of the aisle.  The Senate Republicans tied the council&#8217;s reathorization to their MCARE subsidy battle, while House Democrats had already linked PHC4&#8217;s continuation to their health insurance plan.</p>
<p>The Patriot News asks that the Legislature no longer unfairly use the council  as political leverage and send a clear and concise (unattached) reathorization bill to the Gov. when they return to Harrisburg this Fall.</p>

Vincent Fumo (D-Philadellphia), a key member in the budget negotiations for many years, became dizzy and then fainted on the Senate Floor.   He was quickly taken to the hospital and held over night forprecautionary measures. Fumo, who is facing trial in the fall for over 100 different charges, suffered a heart attack in March. The doctors who examined him, however, found no sign of heart problems.</p>

			<content:encoded><![CDATA[<p>In the last two weeks rank-and-file PA lawmakers have been discussing everything except the state&#8217;s budget, while legislative leaders hold discussions behind closed doors .  Although this may seem odd when the budget is due in four days, this is the way it&#8217;s been done in Harrisburg for many years, <a href="http://www.philly.com/inquirer/local/20080627_Budget_talk__What_budget_talk_.html">reports the Morning Call</a>.  Legislative leaders from all four caucuses meet with Gov. Rendell&#8217;s officials to negotiate the budget plan, while the other members just try to occupy themselves with other issues until a deal is worked out.</p>
<p>Although some of the members have no qualms with this old process, many are getting restless.  Some House members are upset that their leaders have not kept them informed on what&#8217;s happening in negotiations.</p>
<p>A group of frustrated House D&#8217;s, led by Rep. Greg Vitali (D-Delaware), started a cyber caucus yesterday.  The &#8220;cyber caucus&#8221; members had an informal email discussion about the details of the Governor&#8217;s spending plan.  </p>

			<content:encoded><![CDATA[<p>If budget negotiations between legislative leaders and Governor Rendell stay on track Friday, there just may be an informal deal in place by the weekend.  In that case, the House and Senate can begin voting on the budget bill on Monday.  This would send the final plan to the Governor &#8211; most likely in time to avoid 25,000 state employees from facing furloughs, <a href="http://www.pennlive.com/news/patriotnews/index.ssf?/base/news/1214456112168010.xml&amp;coll=1">reports the Patriot-News</a>. </p>
<p>Talks continued yesterday, revolving around just how much money can be spent and money for infrastrucutre improvements. Senate leadership says they are now happy that there is almost a unanimous agreement not to tap into the state&#8217;s Rainy Day Fund for general spending.</p>
