Bill Summary: Amends the Insurance Company Law to allow children of policyholder’s between the ages of 18-29 stay covered under their parents insurance coverage at the cost of the policy holder.
For the child to continue on their parents coverage they must be unmarried, have no dependents, be a resident of PA (or a full-time student in PA), and have no current health benefits of their own.

I,M INTERESTED IN BILL 189 SINCE MY GRANDAUGHTER JUST GRADUATED PSU.HER PARENTS WERE INFORMED SHE WAS NO LONGER INSURED AS OF GRADUATION.HOW CAN SHE QUALIFY FOR THE BENEFITS OF THIS BILL?DOES IT COVER ALL DEPENDENTS JUST LIKE BEFORE GRADUATION?DO HER PARENTS HAVE SOME OTHER SORT OF PAYMENTS TO MAKE TO CONTINUE HER COVERAGE OR SHOULD IT JUST CONTINUE ON ITS OWN?…I DON’T QUITE UNDERSTAND HER SITUATION.SHE IS UNMARRIED,HAS NO DEPENDENTS OF HER OWN,A RESIDENT AND 23 YEARS OLD..PLEASE HELP ME TO UNDERSTAND THIS.SHE IS CURRENTLY UNEMPLOYED AND UNINSURED…THANK YOU

Under the provisions of the law it appears that your grand daughter would be eligible to be included on her parents policy, as long as she remains unemployed and has no other insurance coverage.
But, there are two things she and her parents should know. Unfortunately, the law doesn’t actually go into effect until 90 days after it was signed, which will be Sept. 8, 2009. If her parents wish to put her on their policy they must be signing a new contract with their insurance company or renewing a contract sometime 90 days or more after that effective law date, so on Dec. 7, 2009 or after. It’s also important for them to know that they will pay an extra cost to add your grandaugther to their policy.
The best thing for her parents to do is to contact their insurance provider and let them know they will be interested in adding their daugther to the policy when this becomes available to them. That way the insurance company can let them know how much this will cost and when they will be able to do this. I hope this helps.

Could enrollment in the “Select Plan for Women” Package #15 which is a Healthcare Benefits Package limited to family planning services be classified as a government “Health Care Benefits” program thereby disqualifying a dependent under Senate bill 189? No other health care services are covered under the “Select Plan” family planning services package other than family planning services.
