“State Rep. Eddie Day Pashinski, a member of the committee, plans to introduce legislation that would create the Pennsylvania Healthcare Insurance Certificate Program, or PHICP.
Pashinski, D-Wilkes-Barre, proposes to fund the program with the current 1 percent vendor discount available to retailers for timely filing their state sales tax with the state Department of Revenue. The discount totals about $70 million annually.”
