According to Kaiser Health News, Obama’s new gun control plan focuses on advising teachers as well as other people who work with students on how to tell when mental illness is progressing in students. Studies have found that almost 50 percent of mental illness begin prior to age 14, but less then half of those people are treated for their mental illness. Aside from training for teachers, this plan would also create a referral system for children who show signs of behavior or mental health difficulties. This new plan would require the approval of congress and the complete bundle of proposals for  the mental health plan would add up to about $155 million.
