The 30 governors who included additional federal Medicaid spending in their proposed 2011 budgets did not engage in collective wishful thinking. They knew that the money, $24 billion, had been included in separate bills that had been passed by each chamber of Congress, and that there was substantial support for final passage.
Gov. Ed Rendell included the projected $850 million in his proposed budget. Gov. David Paterson of New York penciled in a projected $1.1 billion, and Gov. Arnold Schwarzenegger of California included $1.5 billion.
But in the interim some House Democrats became skittish about the prospect of the spending increase in an election year, and the appropriation suddenly was removed from a House bill that was passed and sent to the Senate.
