28 states and Washington, DC have either taken meaningful steps toward, or have already created, their private health insurance marketplaces, a key part of the health care reform bill.

Pennsylvania is not among them, though in November, reports the Pittsburgh Post-Gazette, “Republican Gov. Tom Corbett announced his ‘commitment’ to building a state-run insurance exchange.

The state insurance department estimates that more than 2 million Pennsylvanians would participate in the insurance exchange once it’s established.
