The Department of Public Welfare is seeking federal approval to make some changes in nursing homes that could open up funds to allow for more independent living options. DPW needs approval at the Federal level because the funds sought would come from Medicaid.

According to The Associated Press, “The department is seeking federal approval for a package of incentives for nursing homes that voluntarily reduce or eliminate the number of beds they have and use the money they save to add independent living units, outpatient rehabilitation therapy, and other community services for senior citizens, Public Welfare Secretary Estelle Richman said.”

The Rendell Administration’s goal is to have an equal split of senior citizens living in nursing homes and particpating in home- and community-based programs. The current ratio, according to the administration, is 80/20 in favor of nursing home living. This plan would help progress the goal of moving to a more even split.
