Gov. Rendell has been throwing out a lot of numbers lately tied to his budget and tax increase proposal, but do all his numbers add upThe Philadelphia Inquirer reports that although Rendell has been stating that his income tax increase would only effect 5 out of 10 Pennsylvanians, currently only 5 out of 10 Pennsylvanians pay income taxes — the rest are children, inmates, or collect unemployment. 

The Gov’s proposed budget lowers funding from the Department of Community and Economic Development, which means funding for Main and Elm Street programs would be eliminated, reports the Pittsburgh Post-Gazette.

Also being threatened by the budget negotiations are services for the mentally retarded.
